Trends and distribution of household¡¯s expenditures for public and private health insurance

Abstract
The objectives of this study is to analyze trends and distribution of household¡¯s expenditures for public and private health insurance. The unit of analysis is household. Data from the 7th year and 11th year of Korea Welfare Panel Survey are used. Anlyses are focused on comparing contribution amount for public insurance (National Health Insurance, NHI) with premium for private health insurance (PHI) with regard to growth and distribution. Gap Ratio is used to examine distribution, i.e. difference in expenditures for health insurance. These respects are also investigated across age groups.
Results present that PHI premium is higher than contribution amount for NHI at household level, which calls attention to potential inefficiency resulting from high expenditures for PHI premium and proper role of private health insurance under NHI. In comparison with NHI, Gap Ratio of PHI premium indicates the trends of inequal distribution. There are differences across age groups in terms of amount, growth, and distribution of expenditures for public and private health insurance. Further research is needed to investigate potential conflicts among age groups with regard to PHI as well as NHI.
